I highly doubt this, and could not find any reference to it anywhere. All the rings are said to be the same. Some of them just happen to be stronger than others for whatever reason. The only ring with an ability is Rinnegan, and it’s implied that this is due to Pein’s blood flowing through Naruto Uzumaki, one of its wielders; in other words, they’re either wrong or Naruto has a mutation because he’s 100% human (or mostly). Other than that I’ve seen nothing about other abilities on Akatsuki rings beyond the “personal power” factor we see from all ninja who wear headbands as in typical manga fashion—though I guess now we know why Kakashi wears one. Perhaps it’s for the same reason Naruto wears one under his jumpsuit, but how many times has he had to hide the fact that he was wearing it? Of course, this is all if you don’t count Kakuzu—and no, I’m not counting Sasuke as an Akatsuki member yet even though you may disagree.

The symbolism here is that they’re missing something, and need this ring as artificial substitution until they can reclaim what’s been taken from them in some way. This obsession with claiming what has been denied them is part of their motivation for joining the organization in spite of its dishonorable origins – all for power or revenge against those who wronged them first.
Akatsuki understands that if it’s just about taking an opponent down then all you need is brute strength; so it chose something that’s more symbolic as a ring. It represents something that is worth keeping and protecting, and thus is willing to go out and fight for it. Hence its members will often take extreme measures to carry out their goals, so much so they’d be branded as terrorists for some of their actions even by civil standards.

At first glance these abilities may seem rather pointless on paper but when one of the user’s hands is open they can close it into a fist before grabbing anything within that grasp and pull it inside out with a powerful burst of chakra. This grants them the ability to create large holes in solid objects like walls or cave ceilings as well as separate earth to mud for easy plying with just their hand! That gives them an unlimited supply of dirt for hiding after using Earth style techniques as well as form all manner of different tools from thin pieces of wood to sturdy ladders.
This same ability is even more deadly when used against an enemy, able to rip into their head and display brain matter on the tip of the user’s fingers or perhaps just cause a burst of chakra that will turn their bones into dust under the slightest contact!
Yasei no meramai is simply based on the user’s chakra control and allows them to convert their elemental affinity into a specific form of lightning. It’s incredibly dangerous but the results are stunningly beautiful, resembling a birds wings in shape with large bolts of electricity forming long feathers that dance across their body before shooting off.
The last ability is known as ichimonji no jutsu and is definitely not something to be taken lightly. It’s the only jutsu of the three that requires a partner which positions themselves on each of the user’s shoulders while they activate their ring. Their power can then flow through them and become an enormous surge of lightning released from every inch of the user’s body! That being said it has many drawbacks. First of all it’s extremely dangerous; if their partner isn’t careful they could be electrocuted or die in some other horrible way. The second is that the user becomes completely drained after performing the jutsu, requiring them to rest for days before they can use any other jutsu again making this an incredibly dangerous last resort kind of move!
