Yes, Akatsuki rings use similar technology to Kamui. The only difference is that the ring’s user has to know how to utilize their special technique, while with Kamui you just have to think about it like with teleportation and the destination appears before your eyes.
This version of space-time manipulation relies on a backup space where both destination and appearance are stored within the Akatsuki based off of data from its surroundings at any given moment in time, this creates an intermediate storage node for jumping between dimensions without having to directly interfere with surrounding space-time. And because these worlds don’t exist simultaneously, hence they technically can’t be interfered by one another but also cannot make contact via tele-, they effectively create wormholes separate from each other.
