I don’t think so, because soups are normally made with water or chicken broth and poured over noodles, vegetables or rice. Cereal is breakfast food that’s eaten dry out of a bowl with milk like oatmeal.
So cereal isn’t really a soup because they’re most often consumed differently. It could be considered similar to soup however because many types of “soups” have been called stews historically – in which case it would depend on what the main ingredient is in your particular dish based on traditional definitions. Some examples include potato soup, mushroom soup, vegetable stew (which might call for beef), minestrone or tomato bisque.

I also don’t believe there is any affiliation between the two at all because most people eat cereal for breakfast and it’s usually with milk which is not typically what most people drink or eat during lunch. And even if some cereals do have very small amounts of soups in them, they’re still not comparable to eating/drinking soup itself due to the differences in texture and flavor.
