I don’t think so, because soups are normally made with water or chicken broth and poured over noodles, vegetables or rice. Cereal is breakfast food that’s eaten dry out of a bowl with milk like oatmeal.
So cereal isn’t really a soup because they’re most often consumed differently. It could be considered similar to soup however because many types of “soups” have been called stews historically – in which case it would depend on what the main ingredient is in your particular dish based on traditional definitions. Some examples include potato soup, mushroom soup, vegetable stew (which might call for beef), minestrone or tomato bisque.
