Crying obsidian is relatively new to Minecraft, and the only way it comes in currently is through mods. It emits a purple light that can affect the mining speed of nearby players as well as changes minerals into decorative blocks.

Specifics are unclear because Minecraft uses such vague descriptions which often leave readers guessing at what the creator’s intention was. But most likely when players think they have reached bedrock (The End), this means their character has just entered a huge mass of obsidian which now blocks further progress in that direction; so instead they must turn around and head back out by going to wherever their last door exit was).
