It is really difficult to say, but Shikamaru seems like a good candidate. He’s confident in his abilities and is often classed as a “cool guy”. In addition, he has a diverse skill set that allows him to be versatile in any situation and team. Furthermore, he doesn’t always take things head on like Naruto does. For everything we know about shikamaru, he appears to be the most popular character in Naruto.

For Naruto, it would be a tie between Sasuke and Sakura.
